I forgot to ask, what am I missing regards repacking the pipe, my exhaust note hasn't changed, so is the repacking because the oil bungs them up causing to much back pressure or is it getting blown out? Or is it something else?

the packing gets both oiled up and suffers from increased internal condensation, especially in the winter. old packing really does hit performance.

Well as promised, went out today for 90 miles on the N8RH needle on the top notch.
The stutter at 1/8 throttle is improved, so going in the right direction. I think I might try the Suzuki needle some people have had good results with.
I ended with the air screw 2 turn out, I think I will try the needle on notch two just for certain, but I'm sure it is just rich at the bottom.

Don't forget that running needles in the end clips (either end) alters where the straight diameter terminates and you get on the taper. This can mean a previous correct setting in one place goes off. If this happen find the next richer/leaner needle in the series and start again...jus sayin like init
This is all I can see when I open the throttle:

    Keep out the way!

its a mild winter, but its still winter ...... are you sure that a 35 p.j 2 turns out is rich?

I know that they are all a bit different, but mine would refuse to get out of the van with a 35 in it.

I am going to try it in clip two just to see, I can try a 38 PJ just to see, but I think it's still slightly rich.
Not hard to try either, I will let you know how it goes.
