My mirror snapped at the mount when my I parked too close to a wall😞. I’ve fitted the replacement bracket and I want to adjust the mirror stem but I cannot remember or work out how this is adjusted

My only idea is that the bolt on the mirror stem is free running and clamps onto the bottom bolt, securing the mirror’s position. But my bike is over 100k miles and the bolt has fused to the stem… unless that’s not how it’s supposed to work anyway 😁
Before I start throwing spanners round the garage and buying a plasma torch to try and free the bolt on the mirror stem, would some kind soul please tell/remind me how I set the mirror please.🙏
