What is this thing?

Found on the floor of van when unloading a week's family camping supplies, 2 bicycles and a 2019 250 TPI...

Or is it something that was left by the van's previous owner? I've had the van 18 months but never cleaned it

I would be looking at things like the front brake light switch or the lever span adjusters. Not sure if pushbikes have span adjusters too or not.
Other than that, could it be out of the van's back or side door opening mechanism or locks?

I've checked the levers area of the bike. The spring of the unknown part is much beefier than the brake light switch...

I'm starting to think it may be a piece of van, will look more closely tomorrow

Take a look at your cold start valve, it's the sort of thing it might be, or check your PaperMate pens as it could just as well be a plunger from one of them :)
