The starter system is quite simple to work out how it works, basically the handlebar switch just sends 12v to the solenoid (which is basically a very heavy duty relay). The solenoid then sends 12v and a huge amount of amps to the starter motor. It sound like the voltage is dropping when you press the button, this is because something is dragging the voltage down so low that the solenoid switches off. the voltage then rises again and the solenoid switches back on. This happens very quickly hence the buzzing sound that you here. I would disconnect the heavy duty wire from the starter motor then press the button again, you should hear the solenoid click when you press the button. Don't let the disconnected wire touch anything! If the solenoid clicks on and off properly I would then look at the actual starter motor, take is off the bike and apply 12v to it to make sure that it hasn't seized up.
