No. But it depends.
It may be possible that it's legal in terms of noise depending on which dB killer/s are installed.
However as your bike now has no cat in the strictly speaking it is illegal.
BUT as of yet there are no emissions checks for motorcycles in the MOT test. So having not having a cat isn't a fail. Being "too loud" is at the discretion of the tester. No dB meters involved.
How much information does your insurer require? Are they covering themselves in case you may want to claim for a full £2000 titanium system? Or because they think its a significant power adder?
Won't "slip-on silencer" satisfy them?

It just a slip on can not a full system but uk insurance will try anything to deny a claim so I want the exhaust to be 100% legal if I ever need to make a claim

Currently we are more lax here in the UK regarding motorcycle exhausts than the EU countries so there isn't really much a market for "e" approved exhausts here. Therefore a lack of UK supply.
You find "e approved" compliant silencers on eBay from Arrow and Leo Vince. They are usually from Italian suppliers though, so factor in VAT, import duty and additional courier charges.
They look nicer than the stock silencer and will run cooler but minimal weight or performance benefits over stock.

I may be dreaming it....but I thought I saw that Arrow exhausts are only compliant with their full system. They have been tested on numerous models and list them so they should have a compliant Arrow. However that then is a major change rather than just a slip on which most insurers don't have concerns about (at this time...watch this space)

I only recall this because I looked at the Arrow as a slip on...and then discounted it and went for the Wings.

Check though because my brain is not what it should be.....
